Long Beach, CA, Director of Public Works Ara Maloyan announced Tuesday his resignation from the City of Long Beach to accept a similar position with the City of Pasadena, to start December 14, 2015. The City of Pasadena Public Works Director can earn just under $300,000 a year salary.
Maloyan was appointed Director of Long Beach, CA Public Works January 14, 2014. A little under two years in that position, with some apparent controversy in the department and within departments. Hopefully Maloyan doesn’t bring that to Pasadena, as there are enough challenges the city is already working on.
The Press Telegrams reported one incident, where Maloyan had the follow outburst.
“Can someone tell me what the hell is going on here? We just finished paving this street and now looks like this!!!!” Maloyan wrote. “WHO AUTHORIZED THIS WORK WITHOUT DISCUSSING IT WITH ME?”
More details coming as Maloyan settles into his position in Pasadena.
Michael Beck current Pasadena City Manager has been on a hiring spree to fill positions which in many cases have been vacant for many months if not years. Why would Beck be in such a rush to fill positions as he himself has resigned? Basically building a team and then leaving? Sounds like a recipe for some problems. Like a boss who hires a team and then quits. Doesn’t make a lot of sense, but perhaps it does to the Pasadena City Mayor Terry Tornek and the City Council as they are untimely responsible for the efforts to hire and fire city executives.

US State Department Issues Worldwide Travel Alert on Terrorist Attacks
Going into the busiest travel season of the year, the US State Department has issued a worldwide travel alert after the recent rash of terrorist attacks.

This Travel Alert expires on February 24, 2016. Which takes it beyond the upcoming holidays.
The official alert:
The State Department alerts U.S. citizens to possible risks of travel due to increased terrorist threats. Current information suggests that ISIL (aka Da’esh), al-Qa’ida, Boko Haram, and other terrorist groups continue to plan terrorist attacks in multiple regions. These attacks may employ a wide variety of tactics, using conventional and non-conventional weapons and targeting both official and private interests. This Travel Alert expires on February 24, 2016.
Authorities believe the likelihood of terror attacks will continue as members of ISIL/Da’esh return from Syria and Iraq. Additionally, there is a continuing threat from unaffiliated persons planning attacks inspired by major terrorist organizations but conducted on an individual basis. Extremists have targeted large sporting events, theatres, open markets, and aviation services. In the past year, there have been multiple attacks in France, Nigeria, Denmark, Turkey, and Mali. ISIL/Da’esh has claimed responsibility for the bombing of a Russian airliner in Egypt.
U.S. citizens should exercise vigilance when in public places or using transportation. Be aware of immediate surroundings and avoid large crowds or crowed places. Exercise particular caution during the holiday season and at holiday festivals or events. U.S. citizens should monitor media and local information sources and factor updated information into personal travel plans and activities. Persons with specific safety concerns should contact local law enforcement authorities who are responsible for the safety and security of all visitors to their host country. U.S. citizens should:

- Be prepared for additional security screening and unexpected disruptions.
- Stay in touch with your family members and ensure they know how to reach you in the event of an emergency.

Pasadena City Manager Michael Beck Resigns for UCLA Job
Michael Beck has resigned from his position as Pasadena City Manager, Nov, 20, 2015.
Beck’s official last date is Feb 14, 2016.
The discussion of filling the position of City Manager, it is the responsibility of the mayor to select a new City Manager for Pasadena.
Beck leaves the city of Pasadena with a $6.5 million embezzlement, police community relations stressed, crime up, the McDade report, city staffing issues, development/planning controversy, and a variety of other issues, much like Beck did with the City of Riverside. The time for him to leave seemed, right as the embezzlement report was issued the week prior.
Coincidentally with the release of the embezzlement investigation released earlier in the week, Mr. Beck turned in his resignation.
Beck succeeds Jack Powazek, who retired in July after more than 40 years of service to UCLA in various capacities, including as administrative vice chancellor since 2011.
Also, interesting to note that UCLA is an occupant of the Rose Bowl, and has been for many years.
A letter to city employees was sent Friday.
He assumes leadership of the UCLA administrative division on March 1, 2016. The division comprises eight units: campus police, environment health and safety, campus human resources, housing and hospitality services, facilities management, transportation and events, information technology services and the central ticket office. The division is UCLA’s largest, with more than 4,400 employees and a budget of approximately $625 million.
Beck is taking the position of administrative vice chancellor.

OIR Redacted Report – McDade Shooting
The City’s plan to release a redacted version of the Office of Independent Review Group (OIR) report regarding the March 24, 2012 police officer-involved shooting of Kendrec McDade was confirmed by Los Angeles County Superior Court Judge James Chalfant during a hearing on Nov. 17, 2015. During the hearing, Judge Chalfant confirmed the City’s November 2014 redacted version of the OIR Report could be released to the public. A PDF copy of that report is provided here:

There will be additional court proceedings in this matter and it is expected the court will ultimately confirm the City’s plan to release a less-redacted version of the report. The next court hearing is currently scheduled for Dec. 1, 2015. When a less-redacted version of the OIR report is available to release, it will be posted on this page.
