Check out parkinginmotion.com. They are creating a real time parking system that streams information from parking access gates, and on street parking meters. They then create algorithms from historical and statistical information to augment the current real time information and provide a heat map to display the most likely place of finding parking. Street restrictions and other static data are part of this as well.
