Reports are that this individual has been placing bottles of various sizes on top of a control signal box owned by the City of Pasadena, for several years.

As a matter of fact Google Street View shows the bottles.

Incidents like these need a rapid deployment of technology to stop the recurring incidents, much like graffiti, illegal dumping of trash, and other illegal acts.
The individual must live nearby. As there’s really no place to park a vehicle.
