Don’t get caught texting or talking on the phone while riding your bike.

if you need to text, stop your bike and text otherwise it could cost you $100 for the first offense.

If you are going to talk on the phone, use an ear piece.

So for all intents and purposes this new law is like the one for drivers behind the wheel of a car.

I still see many many drivers in cars, texting and with the phone to their ear.  Not advised, usually these cars are driving slower or weaving in and out of their lanes, and you look and see the phone.
