In the city of Los Angeles you can not get a ticket for parking at a “broken” meter.
Best bet to avoid a parking ticket is to find another meter.
New meters accept coins and now credit cards.
The city believes that there is no reason a meter would be broken.

The next question is, what if the meter is missing??? I bet they will find a way to give you a ticket for a missing meter.
