Does President Barack Obama have the ability to hit a “kill switch” that will take down parts of the internet in the United States?

If there is a  cyber-attack on the United States should there the ability to shutdown the internet into the US?

What are your thoughts?

I would argue that site owners(wether corporations or government agencies) should be in a position to shutdown traffic from traffic sources. I would imagine if systems are compromised internal to the United States then other measures would be taken, but the same application would be applied.
