Email Client Downloads all email on server after account recreated

Email Client Downloads all email on server after account recreated?
Maybe you have had this happen:
You move your Outlook PST files from one computer to another and then have to recreate the accounts, well in doing so your client, Microsoft Outlook, starts to download all the email on the server, even though you had just download the last few emails, you are now downloading the hundreds if not thousands of emails on your hosted email account.
Is there a way around this? If you are using IMAP, you should not experience this because your hosted account view is synced with the local account view.
This only appears to be a problem when you recreated the pop/smtp account.
So is there a work around?
Some users are reporting that it can be caused by packet loss, so replacing the router can help.
Others recommend downloading the emails and not leaving them on the server.
Other users report that if you switch pst files or create a new pst this will cause the re-downloading of all messages.
